Remove general restriction from emotes

Currently the paid general emotes can only be used with 1 out of 18 possible generals, which makes them nearly useless.

I believe this restriction serves no purpose, especially since the free emotes don't have the same issue, so it should be removed.

To add to this, I also think it is quite anoying to scroll through all the emotes to find the one I want. I would love to be able to customize my first emote screen so I can choose exactly which emotes are there.
